Valerian Penn, a veteran activist of the Universal Primate Captivity Crisis movement at The Department of Millennium, has been on several primate retrieval operations in the 20 years since earning their Arts Doctorate. Valerian was raised on a far rim colony on the New Frontier where they were eventually stationed at the Masterplex Hospital in a support role, where word of primates in captivity on Earth reached and spurred many into action. Now, with the fate of the Earth primates in the balance, Valerian has vowed to do what can be done to save them from their imprisonment.
